AFCARS , Tennessee's Adoption and Foster Care Analysis and Reporting System, -Foster Care is the mandatory federal data submission report for all children who are under the responsibility of the State IV-B/IV-E agency, and who are in foster care.
This report is used to submit data to ACF in the specified format. AFCARS Foster Care collects case level information on all children in foster care for whom State child welfare agencies have responsibility for placement, care, or supervision. The Foster Care population also juvenile justice (JJ) custodial children if the juvenile justice children were placed in one or more foster care placement settings (such as foster home or Level 2, Level 3, Level 4) during the reporting period. The placement setting records service types will be checked for the JJ children to determine if they are eligible to include in the foster care population. AFCARS also includes information on foster parents. ACF uses AFCARS data for a number of reasons. States are required to submit AFCARS data semi-annually to ACF. The AFCARS report periods are October 1 through March 31 and April 1 through September 30. Data for each report period are due no later then May 15 and November 14, respectively.

The Adoption and Foster Care Analysis and Reporting System (AFCARS ) collects case-level information from state and tribal title IV-E agencies on all children in foster care and those who have been adopted with title IV-E agency involvement. Examples of data reported in AFCARS include demographic information on the foster child as well as the foster and adoptive parents, the number of removal episodes a child has experienced, the number of placements in the current removal episode, and the current placement setting. Title IV-E agencies are required to submit the AFCARS data twice a year based on two 6-month reporting periods.
