For the child to qualify for a subsidy for non-recurring expenses, the following must be true:

• Child is free for adoption

• Child has special needs Needs (formerly referred to as Concerns) are behaviors and risks displayed by the child or family. This should include the reasons for DCS involvement with the family/child. factors

• Reasonable efforts were made to place to the child without a subsidy

• Child meets age criteria

• Biological parent is not in the adoptive home

• Applicable expenses have been identified
